I don't think that it was meant to be a suicide mission but, as Rose decided to send him in the field despite him repeatedly showing that he doesn't have the mindset for such a mission, she was acting a bit reckless with Plan A (therefore, Plan B was more necessary).
I suspect that, as he's Lynn's boyfriend, Rose was hoping that would make it easier to talk Acantha into granting access.
Dr. Silver MIGHT be able to fix Aeneas up; however, she might traumatize Aeneas with her bitching while she was doing it. :-D So he would have access to all his systems again, but he would be HIDING in his core, afraid of coming out where Dr. Silver could interact with him!
And no, if I remember correctly Dr. Silver is specialized into Robotics, Weapon Systems and Android tech, not AI tech. She could probably do the job, just not quickly.
Actually I think she's judging combat abilities correctly here. Yes, Lynn has been trained. But Decimus has been trained both harder and more than her (even though some of that training was actually Maxus punishing him for something really bad and stupid).
I don't see how Maxus should not be able to grab her weapon arm and then just carry her out of the way though. Might take a toll on her arm, but that can be fixed.

Somebody might stick Kyle in an Emergency Medical Plot Device and regenerate him that way... I don't know how, I'm not even sure I'm right, but I wouldn't be surprised if kyle came back like a bad penny.
