I have never heard of MRT. I assume that it refers to Magnetic Resonance Tomography, but I have usually heard MRI (Magnetic Resonance Imaging) and CAT (Computer Aided Tomography).
With regard to things you can hear but not see, there are apparently some rules about what they shouldn't say. I've heard "oops" is a big no-no. During an ultrasound, a resident once said "How is he still breathing" and the surgeon gave him a very dirty look. Being an engineer, I had a pretty good idea of how things looked on the display and also understood that the reason that I was still breathing is that the trachea is rather flexible and can bend around obstacles. Also, I knew that I was breathing normally, and the precise reason wasn't a serious source of concern.
By the way, I still have a CD of one of the CAT scans and some X-rays and the software to view it in 3D. I also learned that there were a few things they didn't tell me for fear of worrying me. (It was a comment by another doctor some years after the operation.) It didn't worry me, but it was a possible explanation of why the number of migraines went down after the operation. I viewed it as interesting. I think that some of the doctors felt that having an engineer for a patient was like dealing with Spock from Star Trek.
Let's face it. When the doctor ends the list of possible adverse reactions with "up to and including death", it seems pointless to worry about every item.

Got to watch the proceedings on the same monitor the Dr. used for an angiogram and arthroscopic knee surgery, both were very interesting and I got to see the results immediately :)
Strange Thought #1: Since it appears Ophelia can hear Dr. Teruhashi easily, does that mean she is also hearing Ilyana just as easily? (Probably not, if we assume some kind of intercom system — but we haven’t actually seen that yet.)
Strange Thought #2: would Ilyana lie to Dr. Teruhashi about the blatantly illegal and unethical directive coming directly from CentComm? If not, then how will Agamemnon react when he comes across this little item while monitoring CentComm’s intelligence gathering activities? Did CentComm even manage to last a full week before violating inter-city accords?
1. I'd bet Centcom can cleanse records so the conversation if recorded will be wiped.
2. I'd also bet Cent will find a backdoor to get at the recording if she really wants it. Asking was just probably a polite gesture.
Centcom isn't one to take no or legalities very seriously if past actions are any indicator. Snooping isn't the same as getting someone killed or harmed like the earlier actions that got her in trouble. She'd probably just get a slap on the virtual wrist for this or maybe just an eye roll in my opinion. Cent is sort of like the scorpion from the scorpion and the frog. Snooping is just part of her nature she cant change.
Please understand that Ilyana requested the recording mostly to try to cover the fact that Centcomm's making a recording of everything she can already. There's possibly a little honest intent to the request as well, as there are probably some details that would be picked up by an official recording that Centcomm would otherwise miss, but not enough expectation of success for that to be enough motivation on its own to justify the request.
As far as violating the agreed upon restrictions, Centcomm's already violated that in a hundred different ways we'll never know about. It's a big city and a bigger world around it, and a lot of stuff goes on. We couldn't handle all the information that goes on about it, or even just the subset that consists of all of Centcomm's infractions. At *most*, we'll get to see all the ones she'll be called to the carpet over.
So, the consensus is that CentComm (and Tokyo Rose, per @Oldarmourer) were both just lying through their teeth and laughing behind their hand at all the other A.I.S when they agreed to be bound by the verdict. That the definition of “virtue” is not getting caught?

FWIW, I'm with you on that, @Gilrandir. I don't think they would just toss their agreement aside, and take the low road here, just because the opportunity may exist to do so. At least that's my hope. I wonder if this is Illyana's idea.

There is also the possibility that this is a "play for the gallery", where they essentially speak out Ophelia's biggest fears (and by extension, her governments fears), and then have the Doctor deny them the opportunity to do so - Thus making Ophelia more relaxed, because she feels safer in the hands of a doctor that clearly cares about her rights.
To be clear, I only speak for me. Also, just because I feel that CentComm has violated the treaty in more ways than she's even aware, I don't feel like she's laughing about it.

The biggest danger she poses is the conviction that she's always right, and thus will attempt to work around any control put in place to protect others from the fact that she isn't always right.

Is Cent-Comm testing the doctors ethics ?, if so did she pass as Cent-Comm will be recording the data from the dozen secret back doors in to that system
If the requirement is that Ophelia and the NR government sign off on Illyana receiving a copy of the recording, one would hope that Ophelia and the NR government (Noctis perhaps?) gets to look at the recording first, to see what was recorded.

I couldn't resist throwing this one out from a very popular TV show from days gone by
We never missed it...mostly because there were only three channels...
One was in French and the one from Nova Roma was the same as the other English one just with different commercials and you could only get it if the wind was blowing from that direction ;)
Still, it's a timeless classic I hope someone can get a laugh out of today.
