I'm going to go ahead and say that THIS guy right here in the hat, ain't the same guy.
So the first skill I end up maxing out is repair, which keeps me both fighting fit and eventually rolling in caps when I sell off fully repaired bandit equipment.
they did .. fallout 3 .. I had the apt in megaton filled Litterally filled with junk.. so much so that it was piled in the game .. and with repair skill it was all in excellent condition. but then I took everything that wasnt nailed down.. and a few that were...
Not quite what I meant ... Fallout 3 was still a fighting game at it's core.
I mean, a game where scavenging was the primary purpose.
Imagine this - You are the new and upcoming chieftain of a little rural post apocalyptic settlement, as your dad is growing old it's time for you to show your worth. What you need to do, is make sure the city has food for winter, that you have spareparts for the electrical generators, that you have tools to make the spareparts and so forth.
Now, in a post apocalytic society, resources are scarce, so you have to go and scavenge for them, maybe dragging a small cart after you with stuff in it.
Offcourse, every now and then, you'll come across people from other factions / settlements who may have just what you want, so you could try and trade for them, or steal them, or pickpocket them, or kill them .. or maybe even seduce them and steal everything from them while they sleep, or, if you can't seduce them, get them drunk and strip them bare while they're passed out.
to be able to make them that drunk though, you'd have to increase your own alcohol resistance ... by drinking. :D
Add in a mallable world, sort of like how you can make your own farms in minecraft - and you could build your settlement as you go along, and invite new people to the settlement. Maybe add a city wall, to keep critters out. Build a health clinic. Stuff like that.
I think there would be more people than just me, who would enjoy a game like that.
Raw survival, and developing your settlement.
You could have some missions along the way that could have a main story arch added into it, like ... inventing a retrovirus to stop mutations from happening and save the human race .. stuff like that. Kinda like "never mind the gap" concept, but more mutant/post apocalyptic/cyberpunkish.

There was a stash in the 100 Rads bar which I filled to the brim with spare armor, ammo and weapons. I had enough in there to start a small war. :D
